Official: Vehicle Registration Plates for 34 Merged Provinces and How to Register Cars and Motorbikes After July 1, 2025

On July 1, 2025, the Vietnamese authorities will implement changes to the vehicle registration plates following the merger of several provinces and cities. This will result in updated registration plate codes for 34 provinces and cities, along with changes in how car and motorbike registrations will be handled. 1. New Vehicle Registration Plates After the Merger

After the merger, the vehicle registration plates for the 34 provinces and cities will be adjusted as follows:

Similarly, Hung Yen, after merging with Thai Binh, will have plates 89 and 17. Phu Tho will have three plates: 19, 28, and 88, after merging with Hoa Binh and Vinh Phuc...

For the provinces and cities that did not merge, the vehicle registration plate codes will remain unchanged.

A representative from the Traffic Police Department stated that for provinces with two or more plates, the registration plates from the original localities will be issued first after the merger. For example, Ninh Binh province has three plates after the merger: 35, 18, and 90, and plate 35 will be issued first. Once plate 35 is fully distributed, the remaining plates will be issued in order, from the lowest to the highest. This process is similar to how plates are issued in Hanoi, from 29, 30 to 33, 40.
