Starting from May 2025, Ho Chi Minh City officially pilots a new model for buying and selling used cars using the government’s electronic identification system, VNeID. Requirements for Using VNeID in Car Transactions
Both buyer and seller must have a VNeID account at level 2 verification.
Both parties must have permanent residence in Ho Chi Minh City.
Transactions must be made by the rightful owners. If the seller is married, verification from both spouses’ VNeID accounts is required according to the 2014 Marriage and Family Law.
Step-by-Step Process to Buy and Sell Used Cars via VNeID in Ho Chi Minh City
Step 1: The vehicle owner logs into the Ministry of Public Security’s online portal using a level 2 verified VNeID account. Next, select the transfer vehicle ownership service and provide detailed information about the vehicle, co-owners (if any), and the buyer’s information.
The portal then automatically verifies the details against the vehicle registration database managed by the Traffic Police Department and the resident database of the Administrative Management Department of Social Order. The seller reviews and confirms the information through their VNeID account.
Step 2: If the information is valid, the system sends a digital transaction confirmation request, including a digital signature, to the VNeID accounts of all parties involved. If any party fails to confirm within 30 days, the transaction will be canceled.
Step 3: Once all parties confirm, the system forwards transaction details to the vehicle registration authority and initiates license plate retrieval from the seller (handled automatically without manual input). The electronic tax system automatically collects the registration fee from the buyer.
Step 4: After the buyer completes the registration fee payment, the system generates the new vehicle registration declaration and sends the confirmation to the online portal to notify the buyer of the successful ownership transfer.
