Hanoi and Ho Chi Minh City to Enforce Stricter Vehicle Emission Standards Starting 2026
The Ministry of Agriculture and Environment recently announced a draft regulation outlining the roadmap for applying vehicle emission standards in Vietnam. The new standards, based on Euro norms, will include five levels, with Level 5 being the most stringent, and are expected to be rolled out starting in 2025.
Notably, Hanoi and Ho Chi Minh City will apply more stringent emission standards than other provinces nationwide. Vehicles manufactured from 2022 onward will be required to meet Level 4 standards beginning January 1, 2026. Specifically, vehicles registered in Hanoi and Ho Chi Minh City will need to comply with Level 5 standards starting January 1, 2027, while other provinces will follow from 2028.
For vehicles produced from 2017 onwards, Hanoi and Ho Chi Minh City will enforce Level 4 starting in 2026, while other provinces will require Level 3. Vehicles made before 1999 must meet Level 1, and those produced from 1999 will need to comply with Level 2.
This stricter enforcement in the two major cities aligns with their high vehicle density and severe air pollution levels. Hanoi and Ho Chi Minh City account for approximately one-third of the nation’s circulating vehicles, making a green transition essential to reduce environmental impact.
The draft regulation also clearly assigns responsibilities to various ministries, including the Ministry of Construction, Ministry of Industry and Trade, Ministry of Science and Technology, and Ministry of Public Security, to oversee inspection, fuel supply planning, regulatory updates, and law enforcement.
Importantly, localities are allowed to tighten emission standards beyond the national baseline to align with local environmental laws and socio-economic conditions.
The Ministry of Agriculture and Environment plans to submit this regulation to the government by mid-2025.
